He gives power to the faint, and to him who has no might he increases strength.
Notice who this verse is aimed at: the faint, and the one who has no might. Not the strong looking for a boost, not the capable looking to go further. It's specifically written for people who have nothing left to increase — the ones running on empty, not running low.
That's an unusual place for a promise of power to land. Most offers of strength assume you already have some to work with. This one assumes the opposite, and says the power shows up anyway — given, not summoned by your own effort, increased in someone who by definition couldn't increase it themselves.
If you're at a point where pushing harder simply isn't an option anymore — where you've already tried and there's nothing left to push with — this verse isn't asking you to try one more time on your own. It's describing strength arriving specifically because yours already ran out.
